Ok, an update on this. The feature is implemented. Essentially, when stories are not buried in time, the kill spam will remove the use from the database.
When a user is removed, all of the site activity related with that user is also removed. So the “kill spam” function is removing from the database the following:
- the user account
- all of the links posted by the removed user
o all of the votes and comments posted on these links by any user
§ all of the ratings posted on the deleted comments by any user
- all of the comments posted by the removed user
o all of the ratings posted on the deleted comments by any user
- all of the votes inserted by the removed user
- all of the “friend” relations of the removed user with any other user.

In other words: don't spam.
